Armenia is proposing to expand the list of beneficiaries eligible for the state program supporting access to high-performance computing resources for artificial intelligence by including startups, technology companies, and qualified professionals.

According to Armenpress, the draft initiative prepared by the Ministry of High-Tech Industry has been published on the unified legislative draft portal. The high-performance computing resources currently provided under the program—including GPU and CPU computing time, RAM, and data storage capacity—are used for designing, training, and operating artificial intelligence systems.

If the proposed amendments are adopted, students at all levels of higher education, as well as professionals holding higher education or vocational qualifications, will be eligible to apply. Legal entities and individual entrepreneurs will also be able to participate, including startups and companies registered in Armenia within the past five years that are developing innovative or technology-driven projects.

Support may be provided to projects in software development, artificial intelligence, data analytics, machine learning, cybersecurity, cloud and edge computing, virtual and augmented reality, quantum technologies, advanced engineering, bioengineering, healthcare, space technologies, and sustainable technologies. The program also aims to promote the development of high-tech solutions, intelligent digital systems, prototyping, and embedded systems.

The application process will also be simplified. Personal, educational, registration, tax, and business information will be automatically populated on the application platform using government information systems. Data on individuals will be retrieved from the State Population Register and education databases, while company information will come from the State Register of Legal Entities and the information systems of the State Revenue Committee.

According to the explanatory note, in January 2026, the Ministry of High-Tech Industry signed an agreement with Amazon Web Services (AWS) to implement the project, setting out the terms for the provision, payment, and accountability of computing services.

Beneficiaries will receive computing resources within specified limits on GPU and CPU usage hours, memory, and data storage capacity. Adoption of the draft will not require any additional funding from Armenia’s state budget in 2026.
