Its infrastructure will comprise three independent high-voltage direct current (HVDC) transmission systems based on voltage source converter (VSC) technology, each operating at ±525 kV and with a capacity of 1,300 MW.

The first phase, scheduled to become operational in 2032, will follow the Baku–Ksani–Anaklia–Constanța South (Romania) route, with an overland extension to the Albertirsa substation near Budapest, Hungary. Its transmission capacity will be 2,000 MW, and the route will be approximately 3,040 km long.

The second phase, scheduled for launch in 2036, will follow the Baku–Tskaltubo–Poti–Domnești (Romania) route, with a total length of approximately 2,340 km. The third phase, scheduled for 2040, will follow the Baku–Tskaltubo–Poti–Constanța South route, measuring approximately 2,020 km.

The subsea section of each transmission link will run along the seabed of the Black Sea from the Georgian coast to Romania. The subsea cable sections will be approximately 1,120 km long, with the maximum installation depth on the abyssal plain reaching 2,200 metres. Onshore converter stations in Georgia, located in Ksani and Tskaltubo, will enable bidirectional connection between the corridor and the national power grid, allowing surplus electricity to be exported and electricity shortages to be covered through imports.

The corridor infrastructure has been included in the European Network of Transmission System Operators for Electricity’s ten-year network development plan (ENTSO-E TYNDP 2026) under project identifiers 1248 and 1244.

During the preparation of the feasibility study, CESI also conducted a detailed analysis of the possibility of constructing a parallel main pipeline to transport “green hydrogen” from Azerbaijan to Hungary. The proposed pipeline would be approximately 3,000 km long, including a 1,115 km subsea section, with an estimated cost ranging from €6.6 billion to €13 billion.

However, following the analysis, the initiative’s participants decided to temporarily suspend the implementation of the hydrogen component and prioritise electricity transmission. The main reasons cited include a substantial downward revision by European consumers of their forecasts for hydrogen imports through 2040, as well as the greater economic viability of HVDC transmission lines.

The hydrogen pipeline project remains a potential future option and will be reconsidered as the hydrogen market in the European Union develops.

An agreement on strategic partnership for the development and transportation of “green energy” between the governments of Azerbaijan, Georgia, Romania and Hungary, with the assistance of the European Commission, was signed in Bucharest on 17 December 2022.

The initiative to establish the Caspian-Black Sea-Europe Green Energy Corridor is currently at the stage of preparing tender documentation and developing a roadmap for the adoption of the final investment decision (FID).
